I've seen this charge or one similar when I was traveling in some of the hell holes I've been to and occurs when your financial institution charges you a fee for charges you make in a foreign country and that country does not use your financial institution's currency. For example, for expenses I charged in Niger, I was charged an international transaction fee for the conversion of USD funds to CFA Francs. If you have not been traveling OCONUS and meeting exotic people, contact your financial institution to remove. A caveat that I cannot confirm is that if you purchased something online OCONUS (Outside the Continental United States) then it's possible an international fee could be charged, however I cannot confirm that. Please contact your financial institution (and probably wait on hold for 3 days) for a proper answer.
