A charge of $18.09 to store #0873 that I didn't make---what is the problem with this store???

I returned 2 items from my order 6336765224 on 4/19/2023 to the local store. The items were purchased at Kohls.com on paypal using my debit card. the returned items were credited to an UNKNOWN DISCOVER CARD ending in 5247. This is not my discover card! i told the clerk and he shrugged. i have all of the paperwork. i have filed a complaint with paypal. i want my credit for returned items corrected to the original paypal purchase. THIS IS FRAUD! Total of refund is $64.37

I want to cancel an item I placed, Kohls did not send me an order number, transaction ID number is 8YT18563NP1891444. Charged $72.00 (rounded to nearest dollar) I just called for customer service and the representative (working from home) conveniently had technical difficulties, and even admitted that it was "conveniently having technical difficulties". I w2ant to CANCEL the order for pajamas, and only purchase the shoes!!! I can see by the customer reviews that Kohl's is in fact doing "shady business". If it is< I am placing formal complaints to the FCC, FTC, BBB, and Attorney General, I will do this immediately if this is NOT corrected!!

So I got a fraud alert on my Chase Visa for 702.96 from Kohls #0873. It's still going on. My card has the chip so how is this still happening to people?

I also got this code and charged $16.82. I did make an online purchase just a few days ago, so I called Kohls to ask about this and this particular charge doesnt show up on their records... I remember I tried to apply for a Kohls card for a further discount, and in that form I was asked for SSN. When I tried to apply, I got the message that I wasn't approved (despite very good credit history), which was weird, but I didn't think much of it and stopped trying. In that form I didn't have to put my credit card#, only in my Kohls cart. I am wondering if this is how they (hackers) get access to your credit card.. and mask themselves as if it was a charge from KOHLs... or if it's KOHLs itself doing shady business!?
